I saw some mentions of FF Nair to up smash, and yeah. That's real, it's just a tad tricky. It's a true combo, you just need the right hitbox of nair. I think if you fast fall and just hit them with the first hitbox, they'll be popped up above you consistently, where it will true combo into Up...

He's got a command grab, yeah, but that's not enough to call him a grappler. I wouldn't call Diddy or Kirby grapplers, or Yoshi, or Lucario. And if you mean because of the speculation that he's got a combo D-throw, Luigi isn't a grappler either. I think very little of his moveset leans toward...

Fox didn't get nerfed in 4, just falco. Some of Fox's moves got a bit of nerf, but mostly he's pretty good in 4, if only for engine changes. Plus, with all this acting out of side b, Wolf should have one hell of an offstage game, which seems pretty important to me.
