I left out grabs because the majority of characters have worthwhile stuff off grabs and the characters that approach with dash grab use it as a mixup with dash attack primarily. Easier to just categorize dash attack and the options off a throw than muddy things up with the means leading up to the throw.

it's nice playing a character with sub frame 10 attacks
and an autocanceling aerial
and projectiles

must be rest: the character because she's literally balanced around the move. A heavy and large character with a frame one (frame 2-4 in Sm4sh, I think) move that kills at like 50-60% is insane. Imagine Bowser with rest. She has to be tiny (so Rest's hitboxes are pretty small since it's about the size of her body), extremely light (because a character with good survivability with a move like Rest would be lol), and slow (since sonic's speed + Rest would be lol).

How good Rest is plays a huge factor in how good Jigglypuff is. Brawl Rest was terrible, so Puff lost a lot of what she had going for her in Melee (the physics were bad for Puff, too). Melee Puff could combo into Rest, meaning she could kill at fradulently early percents. Sm4sh Rest is pretty decent, so she already has a lot more going for her than Brawl Puff did.

tl;dr Rest is such a good move that they had to design the character around it.

Also, not being uair is a crime.

Charizard is Flare Blitz? idk if I agree with that. From what I've played of Charizard, Flare Blitz honestly isn't that good. It's unsafe on shield and hurts you. It's strong, an okay recovery, and can catch rolls, but Flare Blitz is definitely not Charizard's best move

imo it would probably be either Rock Smash ftilt or usmash
