ZSS and Fox's Final Smash

I just notice something in the second video(not the Sonic video) When Fox uses his Final Smash, look at the damage meters below, you can see that Samus has already turned into ZSS.

Thats nothing, if I'm not mistaken, ZSS could have already used a smash ball previously and had transformed. I think its one smash ball per character per game. If a smash ball appears, and fox already used his, he can't use it again.
