Any thing that could get in, but you doubt it will. Mostly stuff with a good reason to be in.

For example

Gilius Thunderhead - Goldan Axe has eight titles of which four he makes an appearance in. He also cameos in seven other games. He is in one of the first 2.5D games and uses an axe so he might be favourable by players.

Mickey Mouse - some where around 33 Nintendo/Sega games including Game & Watch titles. This is not counting the numerous Disney games that were released on any Nintendo or Sega system.

Banjo-Kazooie - With five games, four were on nintendo systems. Making cameos in four games including the original Diddy Kong Racing and Sonic & Sega All-Stars Racing.

Agumon - Digimon have 12 games on Nintendo/Sega systems. Digimon were the rival Virtual Pet to Pokemon when they both first came out, also they already have been in a Namco owned smash type game.

Harvest Moon guy(From the first game)-No real reasoning except there have been a good amount of games on Nintendo consoles.
