In a magical world where the cast is completely balanced (or maybe not even then), would the PMBR go out of their way to tweak a character who excels in doubles? Why or why not? I've seen that some characters do MUCH better in doubles than singles and was simply wondering.

Would the PMBR Care if a Character is Dominating in Doubles?

No Problem!
I'm not sure about the whole balancing perspective of it but if a character was nerfed so it would perform averagely in doubles it could butcher the singles potential of said character. It's all about compensation I think.

I could be wrong, but I remember reading somewhere that the game has been balanced around 1v1.

We'd probably cross that bridge if we come to it. I've personally never considered that possibility and I kind of doubt it, but yeah.

I'm sure PMBR would have the cunning to tweak a character in such a way that it affects their doubles game by drastically more than their singles game.
If Jiggs rest isn't silly in a scenario where one player can hold the opponent in place to get rested, then I don't know what would be. Granted, Rest is already a silly move, but you don't really see people complaining about rest in doubles, they just kind of accept that shenanigans come with the territory of 4 players on a stage and the possibility of 2v1 situations.
