Would Mach Tornado Still be Useful if it Followed the KSS Way?

The Mach Tornado @ 3:18.

If they kept it blockable, but instead of doing mutliple hits, it does 1 hit like Link's Spin Attack and does knockback (In this case, sending them upwards), and if it finishes on the ground, it has that little lag animation.

Would it still be a useful move?

You wouldn't be able to do star ko's with it. Also it probably wouldn't do that much damage.
