While they may look very similar, they are different. This is based off of the Pokemon Special manga.
Blue would have made a great character in this game. Rather than the Pokemon Trainer, based upon Red from the games, She could have fought on the battlefield as opposed to using her Pokemon to fight. Using basic punches and kicks as opposed to her Pokemon fighting. She has poor stats, but a few good items in her moves, such as the Super Rod for recoveries, a Bicycle, and items for usage to escape easily.
Now you probably all think that she is terrible, but she does have one great move which makes her an excellent character to play as....
Say hello to her little friend Ditty. Ditty is the name for her Ditto. As most of you now, Ditto can change into nearly anything. In the manga, Blue uses it as a shape-changing mask, this idea is exaggerated in Brawl, making it a shape-changing bodysuit, and can use it to change into an alternate coloured copy of any character that she is facing in close range. To make things even more interesting and make her more useful, the change is incredibly fast, faster than in the anime and manga and even faster than Zelda/Shiek transformation, her change is as fast as Mario's cape attack. This allows for crazy combos and excellent recoveries, since you cancel transformations using grabs and not taunting like you would expect.
