standard safe shield pressure for wolf is nair > shine. its -4 on block, meaning they have time to roll out or spotdodge before your shine comes out, but both of those are easily punishable. only characters with extremely quick OOS can escape in between the nair and the shine such as bowser, DK, and GW (who would trade with the shine). Theres some others, but the timing needs to be frame perfect. for all practical aspects, nair > shine is completely safe, even at a professional level of play. a perfect dair on shield is -3, but it generally doesnt happen because you have to literally land the next frame after the hitlag ends. more often you might cross up with it and still stay pretty safe on block though. spaced bairs and fairs also can be safe on shield.
additonally, staying back and throwing WLing out of lasers is a pretty good way to put someone in there shield and follow up with a grab or nair > shine.
