Why hello thereeeee! Let's get down to business here shall we?

Long story short, before I upgraded to Vista I rarely EVER lagged and when I did, I could explain it. Now that I've upgraded to Windows 7, I've been lagging more consistently than ever before, but there's NO REASON I should be.
No programs open.
Nothing running to cause lag (updates, etc.)
I remember in order to run PJ64K on Vista, you needed to change a graphics file or some **** in the plugins folder?... Is there something similar to that for Windows 7? Anyone have any ideas?
