I heard jack sparrow is going to be in the next game and they are making him top tier. but i dont know if yoshi is gonna be in the 2nd game

Believe me you are wrong, Jack Sparrow didn't originate in a game, therefore he has no chance of appearing in Brawl. Furthermore, Brawl is the THIRD game in the series. You seriously have to research a little better
