Why has Toad never been considered a character?

I've been reading the gamefaqs boards and these boards for a while now, and I've never seen anyone post anything about Toad being a possible character. Forgive me if there has been and I've just happened to miss it, but I can't remember one time there's been a Toad topic. Found that odd, being as he's a fairly big mascot for Nintendo, and I would think he could be a pretty cool character, fast and agile. Any thoughts?

oh man what a great post. I want toad in so bad. hed be such an interesting mix, hed be nesses size, with limited range agile, not a lot of Jumping and recovery, but some awesome throws. I think toad would be sweet.
or what if he was a mix with toadette like the ice climbers kinda work. that might be a lil to much for me. but itd be interesting for sure.
