Why do people assume Sonic will be unlockable?

Well, I hear more talk of Snake being unlockable than Sonic. Anyway, it's said that Sakurai stated he sees characters from third-parties as characters that should be unlocked. Personally, I think it'd be a dumb idea: After hearing word of these two iconic characters making a playable appearance in Brawl (on being announced on the first trailer at that), the last thing they should do is kick us in the balls after such anticipation and make it so you have to do some sort of maneuver in the game to get them.

I don't know why they are unlockable for this game. Usually, in most fighting games. Guest characters would usually be available from start. Like Link was there in the start of Soul Calibur 2.
