Maybe they're worried the models/costumes will look bad? Sans sure does on the victory screen.

Then don't make a game with them in it?

Miis aren't even an option in Smashdown despite being mistakenly advertised as so, they appear everywhere in Classic Mode but can't be played in it, they don't appear in All-Star Smash but can be played in it, they're not under Random even as an option, you don't even need them to have the game congratulate you for getting all the Fighters, and now this. Granted, they're still the customizable avatar characters in terms of reason against their inclusion in things, but for such a game prided on "everyone being here", they seem just a tad unfairly neglected.

It's because they are customizable and you can have many different Mii Brawlers, Mii Gunners, and Mii Swordfighters under one icon. That's why they can't work for certain modes, especially Smashdown. Actually if it weren't for the custom moves I don't think it would be a problem. The different Miis you make would just work like alts instead of different fighters.

How does that apply to a mode that is essentially just Smash but with a different camera though?

This can be asked in one of our general threads for the Mii's if you wish to do so there.
