Why are there clones in Smash?

This game is notorious for having a lot of clones, which no one likes. But the question I have always had is what the point of having them in the game are. You are literally wasting character slots that could had more innovative characters.

I also found it weird that Brawl had no clones, and then they just went back to having them in the game?
