Who IS this?

A friend was looking through some of the screencaps from the "Subspace Emissary" update, and he brought up a wonderful question. Who the heck IS this?

We see a lady with bright blonde hair, a dress, fancy gloves, and a translucent golden glow. Zelda and Peach have already been accounted for and look nothing like this. Could this be an existing character? Or could this perhaps be more Smash-specific stuff, like the Mode A's and Master Hand?

It is believed to be Palutena, who is from the Kid Icarus game/s.

So he hasn't played Kid Icharus, it was from 1987. That game's even older than I am.
