whitch is a better use for the tornado?

i wanted to know whitch would be more usefull for ranking up damage:

1.taping the nuetral b once for a fast 9 damage also can be spammed better
or
2.keep taping the nuetral b for up to 22 damage but takes longer and harder to spam IMO

oh and and note i am not a person who like to spam this move by spam i mean it keeps your oponet closer for another attack from any other move :ohwell:
