The one on Toon Link. Only P4 can be him, IIRC.

Doublek642's Waluigi is better mainly he's not over an Alloy, so you won't need extra codes for your .gct file, and he doesn't have the restrictions that the Alloys have (can't pick up items, can't swim, can't grab edges, etc etc...).

andit's not that you can only play him as P4, it's just that there's a small problem of being able to get hit from anywhere on the stage. i'm currently working to fix the problem, and i've narrowed it down to just P3 with the problem.

I've tired the waluigi that replaces toon link and whenever i use certain B moves the game just freezes
