Which is the Best Region/State?

I got tired of hearing people throw stats around with this argument, but I really am interested in hearing some educated claims and some backup as to which region in the USA is the best overall.

Since this is sort of ambiguous, there's three categories we can divide this into:

Best Overall Tournament Placings

Best Five Man Crew

Any Argument Referring to Skill (eg. Region X has the most top players, or region Y ELO is proven better, etc)
