Where would Male Wire Frame lie on the tier list?

I didn't know where else to post this, and he's a clone of Falcon, so I posted it here.

This would go in general discussion, but probably 6 tiers below F. Wire frames are awful. Also he's a clone in animations only. All of his attacks are super weak, he's super slow and super floaty.
