When playing with friends, who decides rules/stages

This is a question I was about to ask, i'm not sure when playing with a friend lobby online why it seems to always go to my stage choice. Is it random? is it who chooses first? I would like to know.

in first match rules decided by hoster, in next by loser. Stage select is random* (if one player select random and other pick specific, you'll get specific)
