What's the reasoning behind the Smash 64 characters' numbering for Ultimate?

This is the one thing going on with Smash Ultimate's Fighter numbering I don't fully get?

9 - Luigi
10 - Ness
11 - Captain Falcon
12 - Jigglypuff

Why are the four unlockables of Smash 64 listed this way? With Melee and Brawls' unlockables, you had an unlock order based on the amount of matches you played that is reflected within Ultimate's Fighter numbering. Looking at the intro, it sorta reads in that order going from "the left side's bottom to top and then the right side's bottom to top", but even then Luigi and Captain Falcon are the first to appear into the frame.
Then you have the character selection screen reversing this by ordering the characters in this way if you go top left, bottom left, top right, bottom right. The official Japanese website lists it wrong and the Western one reveals the unlockable characters in reverse order (Jigglypuff to Luigi). Apparently an N64 book also gets it in the wrong order.

Luigi is unlocked through completing Break the Targets with all of the starter characters, so I guess it thus fits for him to be the "first" unlockable. Ness is unlocked through completing 1P Game on normal difficulty or higher with three stocks or less without continuing, while Captain Falcon is unlocked through completing 1P Game in under 15 minutes and with no continues and Jigglypuff is unlocked through simply completing 1P Game, but can be unlocked after Ness and/or Captain Falcon if criteria for the latter two is fulfilled during the 1P Game. So I guess it goes "challenge that requires using all the starter characters, Ness 1P challenge, Captain Falcon's perhaps harder 1P challenge and the 1P challenge that can come after either one of the preceding 1P challenges". Is it possible that you can unlock Ness, Captain Falcon and Jigglypuff in that order from the same 1P Game run that fulfils all of their unlock requirements?

If I recall, Luigi was the only unlockable character you could encounter in the game before you unlock him through the How to Play manual and Classic mode so I guess it makes sense for him to be number 9 before the other ones.

Otherwise if I recall correctly the roster in the original Smash 64 was ordered in series debut date and likewise for the four unlockable characters at the side of the starting 8. Which is probably how they where ordered for Ultimate too, I think.
