In a way, yeah.
The first one from Almas is the last 'official' build of Brawl+ that was made public (Even though the nightly builds have been made public since). I'm guessing it's the last build that the WBR unanimously agreed was good enough to get out there as an official release (Again, nightly builds weren't public back then). It was last updated April 3rd.
The second one from Shanus is the nightly build, or more of a 'testing' build where they try things out based on the feedback they've gotten from the last release (April 3rd one). For example, Link's physics and moveset have been completely revamped since the 'public release', and he works very differently in the nightly builds. Basically, since these have gone public they're the most up to date versions of brawl+, and any feedback you're going to give these guys should come from this build, not the older ones.
