What version of this game is the go-to for hardcore play?

I know the tournies are always using NTSC copies of the game, but is there anything else specifically? As in, the revision of Melee? The memory card contents? Etc.

Between 1.0 to 1.2 NTSC, no extra balancing was done, but when Melee went to PAL, some changes were made (nerfing Fox's U-smash, nerfing Gannon's Fair, nerfing the unsweetspotted Knee, making the second half of Falco's Fair hit them up and out, etc.). Since America and Japan got the game first, there were no balancing changes between the game being released in Japan and being localized in America, and America and Japan were the first countries to have a big competitive scene, the NTSC versions became standard. I assume 1.2 is the favored version because it is the newest NTSC update, but I'm not sure about that.

NTSC 1.0 doesn't have hit lag on hits that do <1% damage (damage is stored in decimals. It's just displayed as whole numbers). It's a tiny change that might affect things, but it's not very significant

I've only been able to play the PAL version but I don't really mind. Most of the nerfs aren't really game changing and I imagine it won't take too long to get used to the NTSC version when I finally get a chance to play it.
