What racing game is this?

What racing game is this, i cant say which system but it probably is on the original xbox or ps2. Its an older game and you can see it in the tv thats in the background in this clip of Be Cool- http://www.youtube.com/watch?v=7_7FlnmTiRk

Its at 2:00 and 2:15-2:18

To me it looks like there are people-like figures who are "skating" on their hands and feet.
