what is the difference bewteen 20xx and tournament edition

Tournament edition has features to help tournaments along, like easy stage striking and an option for pokemon stadium without transformations for example. It also has a replay mode. While the 20XX hack pack is all set for training, allowing you to change cpu DI, tech options, what they do out of shield and way more.
