What is project M?

This may sound like a faq question, but it's a little different. I know it's a Ssb game, but what confuses me is is that is it an official game created by a game company, or is it like mugen, created by players all across the boards. Is it flat characters, or is it like 64, melee, or brawl? Can you add your own characters to it? (modding) Finally, what is the platform it's made for?

A fan mod for Brawl to make it play more like Melee, and it's playable on Wii.
You can only really replace character's by modding.
