the smash law is a code to be followed by all in the world, regardless of if they know or not. it is always enforced, and it is why your pet went missing as a child. do not worry; its melting was for a good cause.

1. you must be baptized with the blood of melee plebs. their techskill spam shall fuel you on your journey.
2. you must make one (1) pray to magus, your lord and savior, that your change shall bear many fruits. if you fail this task, magus will stay beside you permanently, and make a very discomforting look at you every time you check on him.
3. you must sacrifice two (2) spacies of differing species. do not fret, for their death will absolutely be in vain.
4. your change must be stared at by the committee. this is the final task. do not fret over one member's pressing questions of if your change beats falco, as he shall be executed soon. if the staring test is failed, the only punishment is a boiling vat of acid into your iris.

if you succeed in all of these, the change will take place. no need for effort; it is already in the build now, as you're reading this, despite nobody ever touching it.

hope that helps

Buffs are determined if the character can't beat the brawl version of Metaknight.
Nerfs are determined if you are Metaknight

If you do not play Spacies:

As you improve with your character, you will gain more of a liking to your character, and feel a sense of pride that you are seeing improvement with a character who does not have a one frame invincible move, and will gain more disdain for Fox and Falco every day. Eventually, you will reach a point in time where you are losing to people of equal or even lesser skill level. At this point you will place Starfox 64 into your Nintendo 64, just to get Falco killed. You will purposefully and repeatedly kill Falco over and over again and laugh maniacally every time that horrid abomination dies. After this you will play your character for a few more weeks, but you will be constantly reminded how much fun it was to get Falco killed, and how easy it was. You will become corrupt and desperate to have that experience again, so you put Starfox 64 back in to your Nintendo 64, and kill Falco over and over again, BUT NO! You do not feel happy, killing him here is not enough! HE MUST FACE YOUR JUDGEMENT IN SMASH AS WELL! At this point you give in to this primal feeling, and become the one thing that every smasher is, but just is in denial of: A Fox main.

If you play spacies:

You'll have a bit of a hard time at first, but once you get the hang of things, you'll stop hating Marth, and start improving rather fast.

I guess nerfing or buffing something just solely depends on how broken an attack is, if it deals too much damage, or if it haves too much knockback.

Now, the other thing that comes in here is the change in attack specifications: Hitbox, duration, priority.
These changes should adress attacks that have little to no counterplay and can be abused and make the game boring.

For example, if i'd be to change an attack in Brawl, it would be Metaknight's Tornado.
If i'd be to change something in Melee, it would be Jiggs Bair, maybe buffing other attacks.

once upon a time when the unity ruleset was enforced metaknight was banned, I wish it were still here :(

Let's say characters were given points based on their attributes. Each character should total up to say 100 points. Some characters would have higher points in some areas while lower points in others, but overall their positive and negative aspects should balance eachother.

Buffs are called for when a characters positive aspects do not justify their negative aspects, making their point total less than 100.
Nerfs are called for when a characters negetive aspects do not justify their positive aspects, making the total over 100.
Each character should be able to compete fairly with all other characters when used right.

You missunderstood me.
I was giving out an example, and also was differentiating "Nerf/Buffs" to "change in attacks", based on how they do it in LoL.

I somewhat agree with this but I think that 0 should be the starting point and that every aspect of a character that makes them stand out in a good way adds to their total and characteristics that make them stand out in a bad way subtract.

And as to Smash Law I would argue that, with melee physics, faster falling speeds is a positive. Any negative aspects of fast falling such as being combo-ed and worse off stage recovery are far offset with the benefit of a good SHFFL. Spacies are not the best because of shine or upsmash/laser whatever (although those help) but because they fall so quickly. In contrast Jiggz is only so good because her multi-jumps/bair and Rest give her such polarizing tools that she can play a different game then the rest of the characters (pun not intended).
