What exactly constitutes being "more active" in tournament mode?

I've seen some people claiming that whoever deals more damage in total in a match will be the winner in the event of a time out, yet I ended up losing to a player by decision when I know for a fact that I both did more damage and had the lower percent when time ran out.

Apparently, it really does decide the winner based on total damage dealt, so I presume my opponent probably beat me out by an extremely small margin.

Which is really stupid, because it means that getting early KOs and living to high percentages doesn't benefit you at all in the event of a timeout.
