What attacks(and their characters) can escape the last our Dair consistently by coming out before the last hit?

Frame 3 n-airs can escape from Mario's d-air before the last hit.

Yes. Well not just n-airs, basically any frame 3 aerial move can be used for that. For instance, DK's Up B is frame 3 iirc.
