What are the minimum requirements to play Melee Netplay using Dolphin?

I know that any matches outside a 100 mile radius are pretty much guaranteed to have some lag but other than that, what are the minimum specs?

(More Information: Looking to buy a laptop for college. Preferably it would last close to four years but that's not required)

I think that the max acceptable pad buffer, which you should know how to calculate, is 4. I don't really use netplay anymore but that's what I would tell you.
