Weird Choppiness Issues

Okay so I've ignored this for a while but it's really starting to get on my nerves. It doesn't render the game unplayable but it's still super annoying.

I have Dolphin running at full VPS and the framerate is always shown to be 60, but every now and again the game has this sort of stuttery/choppy look to the animation. It doesn't affect gameplay necessarily, it's not like the framerate is dropping, but it's pretty off putting. (Btw this isn't texture caching stutter)

What's weird is that it's not an issue with vsync turned on, but that introduces so much input delay there's not even a question of leaving that on.

So do you guys have any experience of this and if so, what do?

Your graphics card can't push all those frames, but at the same time it can.
This is some Kung Fu master type answer lmao.

Could you go into more detail?

This is the exact reason vsync exist.

Nah it exists to get rid of tearing, screen tearing isn't the issue. :/

Also like I said input delay so no go
