In Mario Kart 64, Luigi is voiced by Charles Martinet. In the Japanese Mario Kart 64, Luigi was voiced by Issac Marshall. This was his Mario Party/2 voice in both regions.

He would say:

Yee-Hoo!!
Weegee on the top!!
Yea! Hahaha!! (Like Toad)
Whoaoaoa!!
Here we go!

And some more that I forgot. This is the same with Wario, because Wario had a gruff voice.
