We should not ban Jigglypuff and Wobbling

This is because we are not finding ways to counterplay these tactics. We want to be exciting to watch but when we need to play lame to beat a charcater we should.

Everyone banning puff is overplaying the problem
however I feel a ledge grab limit might be okay as long as we have a counter
