I think that even though Waluigi, a character with a lot of potential, is an assist trophy, he could still be playable. Here's a brief list of reasons why.
1) Popular amongst fans.
When Waluigi was revealed to be an assist trophy, people were understandably upset, myself included. Because of how vocal the fans have been, he could be made playable at a later date.
2) Appeared in several games.
Sure, Waluigi hasn't got his own game yet and hasn't appeared outside of spinoffs, but the fact that he's only appeared in spinoffs means that he could have a very unique moveset and the Mario spinoffs would have some proper representation in Smash.
3) The poor guy needs some love.
Luigi's self-pitying purple rival isn't the happiest of people. The lack of his own game and a history of not being playable in Smash doesn't help much at all. By becoming playable, it could mean that a bright, promising future could be forged for Waluigi.
4) Palkia is both a stage hazard and an assist character.
Since the Spear Pillar stage is returning, as well as the Poké Ball-summoned Palkia, that means Palkia could be both a stage hazard and an assist character. Could a similar thing happen to the lanky crook Waluigi? Could he be both an assist trophy and playable?
5) When Waluigi's fighting, Waluigi AT cannot appear OR someone replaces him.
If Waluigi becomes playable, what about his AT? Well, there's 2 things that could be done, both of which only happen when he is fighting. Solution 1 to this issue would be to make the Waluigi AT unavailable to use during the entire match Waluigi is in. Solution 2 would involve having someone do the same things Waluigi's AT does while Wario's tall partner is fighting. The 2 characters that I find to be likely for this job would be Birdo (The fact that she can shoot eggs is a problem though) and Chain Chomp (because of Mario Tennis Aces).
