Wall Tech and Wall Jump

Hi, everyone! Why can characters wall tech jump but not wall jump? Does it have something to do with conserving momentum? What are the properties that make a specific character wall jump or not?

Why can characters wall tech jump but not wall jump?

Because they programmed the game that way.

Certain characters can wall jump. All can wall jump tech.

Fox, Falco, Falcon, Mario, Pichu, Samus, Sheik, and Young Link can all wall jump without the tech. Peach can "Wall Jump" by continuously side-bing into the stage.
