Viable or Not?

When I was playing around with some of the more underused and low tier characters I was wondering what you guys think is the boundary between the viable characters and non-viable characters. Some people say all characters can be viable and others think only top tier characters are. Just wondering what your opinions are! :kirby:

This is probably going to start a flame war of some kind but i'll post my opinion.
I think top tier and high tier are viable in tournaments. Lower than that, probably not unless you're a very special individual with a huge passion for endless hours of solo tech training, and a huge community to be able to get the matchup practice you need.
I play Fox but I don't play him because he's "the best", I play him because I enjoy his play style and overall character (plus StarFox games were amazing).
Anyways, tiers are real, they've been proven through endless hours and years of play, tournaments, frame data and hit bubble data, and presence in the scene.
Case closed.

I'm not trying to start any wars. Also yes I know tiers are real but that's not what I'm asking. Anyways thanks for your input! I always love talking with people on smashboards :D

There are some people who have been successful with low-tiers and won tournaments (like aMSa with Yoshi, Germ with Link, and Sethlon with Roy), but they won because they had a much higher skill level and knowledge of the game than the other attendees. Other than some specific MUs (for instance, Link and Marth go pretty even), the low-tiers are generally blown out of the water by the high-tiers.

Some may think I am being too generous with the balancing of Melee, but I think tiers 1-8 are really good, 9-13 can be pretty good in tournaments, 14-16 are on the brink of nonviable (but still on the viable side), 18 and 20 (I think Roy still has some potential, but Marth is always going to be better) are hanging on for dear life on the ledge of viability, 17, 19, and 21 are pretty bad, and everything below that is garbage. Keep in mind that is my opinion, though. In addition, I would like to say that Link and Young Link are extremely viable secondaries due to their hard counters against Peach.

I almost feel like since we are 14 years into the same game we know it inside and out , so it would be pretty hard to see a come up player use a low tier charter in a new way no one knew could be used , and win big tournaments(with the exception of armada). Since about 08-09 the top 5 characters have remained pretty static , and it doesn't look like much change will be done .
