and by icon you mean? do you mean avatar?
You get an avatar by going to your User CP and click on the "Edit Avatar" tab. Then, you can upload an avatar (as long as it fits the size restrictions.
To get an icon, you go to the User CP and go to edit your profile. One of the questions has a pull down tab that lets you pick a character to have as an icon. Other icons are won or earned by joining groups or winning contests
