Useless Fair?

Yeah, only when the nair or bair would otherwise not combo further, and you want to extend the combo. You can just soft nair/bair to do this, but fair is probably easier because it's already so weak and you don't have to time it really. DJ Nintendo likes to use fair on platforms into up smash. Personally, I've used it for nair > nair > fair > fsmash before.

Around 6 minutes in he uses it on a platform and he also uses it a couple more times the rest of the set.

l've been integrating Fair into my gameplay and it has been quite efficient.

Vs fast fallers l've SHFFL fair > D-tilt > shine turn around > bair.

Vs floaties l've fair > Reverse Up tilt at low %'s.

l also full hop dair auto cancel if opp is below me during neutral and Full hop fair if opp is charging from above.

If you short hop Fair, you can get two hits out. It works at mid-high percents too, which is great for if a Bair or Nair will knock them away, but not kill them.
