Upward Angled Forward Tilt

Does Ness's up-angled f-tilt have more knockback than his standard forward tilt? I noticed watching some Ness videos that the up-angled seems stronger. Then I read this:

Can anyone confirm?

tbh this is a thing players were told way way back and it looks like its true so many ppl(including myself) "took their word for it" but I haven't actually seen the numbers or any actual testing on the matter. I can completely confirm that the knockback angle is different and that low-angled ftilts generally hit with a more shallow angle and thus have less room for DI even if their knockback might be reduced.
