At what percentage of the Subspace Emissary does Ness join your party?


I mean percentage as when it shows how much percent you have completed the Subspace Emissary. I am just wondering because I saw him early on but he didn't join the party and I need him because 1 of the challenges is to have him join your party.

You use him at level seven, but dont have him join your party until the end of the game.

If you really wanna unlock him just to play him, just reflect 10 projectiles with Fox, Lucas, or Pit.
