Unlockable Move Customization?

I was browsing the 3DS shop, when I came across this line in the "More Details" of the Smash Bros. page:

"in a series first, unlock new move variations to customize your fighter."

So, are move customizations going to be something we have to unlock, the way fighters are? Each character starts with their standard moveset, and you have to accomplish certain things with them to unlock the customization options?

Yeah it makes sense to unlock them and makes it more fun tbh. I can't imagine we would have all customizations available up front

It was shown during the nintendo treehouse 3ds gameplay that doing random **** yields unlockable moves.
The guy was playing Luigi in smash run and earned a variation of fox's recovery, as shown here:

So custom moves are going to be in the 3DS version? I thought that was exclusive to the Wii U version! Now I'm more hyped for October!
