But I'm not sure about the place, but I think it was the Ruins. When you get to that elevator skip the door you see on the way to the bottom, and go to the door all the way at the bottom.

I unlocked him by doing Boss Battle Mode with Fox on Normal (I think the difficulty doesnt matter). So that could be another way for you to unlock him as well. You HAVE to use Fox though, try it out, its a fun way to complete Boss Battle Mode and unlock a character at the same time.

Or after beating SSE, go to The ruins stage and there'll be a new door at the bottom of the pit with the crystals.

Or after unlocking Boss Battle Mode, beat it with Fox.
