Unique Character Victory Themes

I was recently reading somewhere that some files stashed away on the SSBB disk suggests that, in one point in development, characters were to all have unique victory themes, rather than them share a single one for their universe. I wanna know if:

1. The actual audio files for these still on the disc, or are there only the indexes for them?
   
2. If they are still there, could the characters in Project M be recoded to have unique victory themes, or do they have a shared code for this?

Anyone know anything about this? I have a liking for delving into codes and files, but I haven't really been able to in the case of SSBB.

A code for individual character themes already exists. The game has a table of song IDs for each character to use.

I'm still astounded that the PMBR still has not officially added this into the game.
