Yes, let's get this out of the way, ness is beast in Project M. besides some range issues and still falling into helpless if PK Thunder hits an enemy, he's an overall great character! But, is his Uair more or less useful than before? I've noticed the extra knockback only making it more difficult to chain combos, since it's a semi-reliable kill at 120+%. The range is too short to KO with reliably and isn't an excellent gimp move (unlike fox's Uair, which is far more versitile). I actually prefer how it was in melee, seeing how there were a lot more options you could use out of it. Here's an example:
