I am creating an edition that requires some effects that are on the Turbo Mode, because of this, I need to know how it works. Please, can someone tell me?

All I know is that they replaced the curry mode with turbo mode, I think that's why the glows work and how it's in the game. Not sure if that's what you're asking.

Thank, but that isn't all... More specifically, I want to know how the glow was made, how they made the characters faster and where I can find all the modes that "Special Brawl" have.

The glow came from the curry item. All they did was recolour it.
Turbo item doesn't increase speed. And if it does, that's also an effect from the original curry item, just re-purposed. If by faster you mean being able to autocancel, that was coded.
And as far as I can tell, or remember from certain streams, modes like special brawl aren't "found" but coded into the game as well. Not like stages or characters that possess their own files.

Turbo Mode is basically a much more polished and balanced version of the Generalized Super Code (GSC) made by Phantom Wings not too long after Brawl came out and modding started. The code allowed you to cancel anything into anything, whenever, wherever, however. Turbo Mode, on the other hand, only lets you cancel a move if you land an attack on a hitbox or shield.
