I put the files ending in a .pcs and .pac in the respective folder but I still have the CSS stuff to figure out.

EDIT: I'm actually going to try to see what happens if I don't add anything else other than the .pac and .pcs files.

It'll work without the images, but the pictures for the character wont change. Download Brawl Costume Manager to change the pictures easily, there's lots of guides on youtube on how to use it.

I was able to successfully add Scott Pilgrim. Just no CSS images or anything, plus he's completely silent.

I also added character textures.

Ghirahim over Shiek
Ridley PSA over Captain Falcon

Ridley's final smash glitches and he is stuck in the air for a good 30 seconds or so. I would lust like to add the CSS icons at least.

Currently working on a K. Rool texture over Dedede.

For sounds if you got a .sawnd file you put it in projectm/pf/sfx.
For the CSP /BP images use brawl costume manager.

I actually did a lot of the CSS editing through BrawlBox. I just don't have some accurate portraits and text but it's passable.

Thanks for the help though!

I've already added quite a few characters. (Around 10, actually.)
