Trying to build a netplay PC for Melee

So I've gone through a few posts on Smashboards and they all seem to stress that the processor matters more than the graphics card. I don't PC game at all. This PC is only going to be used for netplay and relatively mundane tasks (web browsing, watching streams, Skype, Office, etc). So pretty much if it can run Dolphin/netplay at 60fps, it's good enough.

That's what I'm looking at right now. Is the graphics card too weak? I saw another thread which recommended the same mobo/processor combination, but with a GTX 750 ti instead of the 8400 GS. Also I realize that I'm missing a hard drive (I already have one), an optical drive (I don't care for one), and a copy of Windows (I have a legal copy already). Any other suggestions in regards to the build are definitely welcome. I've built a couple computers before, but they were both strictly for school use so they were incredibly basic.

A $30 video card is most likely not enough, it might just work out if you set dolphin to the native resolution and have almost nothing else on the gpu running but I still wouldn't pin my hopes on it.

MKarma MKarma any reasoning behind that? I get that the graphics card is only $30 and don't expect anything amazing from it, but other threads (such as this one: http://smashboards.com/threads/dolphin-online-melee-netplay.335432/) state that an nVidia 8xxx will be fine.
It's really only because I've only had bad experiences with low end video cards, I've always thought that spending a bit more money on a higher end card is the best way to go. But if that definitely looks more reliable than me, so just consider my opinion irrelevant.
