As you may or may not know, At a CES Namco press-conference , Soul Calibur IV has been revealed to include- wait for it- Yoda and Darth Vader? WTF? That gives the game about five 3rd-Party characters (Necrid, Spawn, and our very own Link). Now the Soul Calibur franchise has been known for making "WTF", or obsure, or just randomly included characters work in their system. (Example: Voldo, Necrid)

Do you think that Brawl could implement Darth Vader or Yoda in its system?

and Why can't Nintendo include that many 3rd-parties?
Money maybe? Well Namco could afford it.

I think that nintendo kind of likes to make smash based
around their own universe of characters. And god knows that
nintendo has about a billion characters to pull from.

no, since only video game characters are allowed to be in smash.

SC is different, since it allows any character that wields some sort of weapon (save for heichachi) to be in. It's much more loose than smash is.

putting in a non-game character would go against everything that smash is about.

Necrid and Spawn probaly won't be in SCIV because they wern't in SCIII and Mcfarland probaly does not want to bother with this. And Link DEFINATLY won't be in SCIV because it isn't coming out on a Nintendo console. So the only paid for the Star Wars rights. Also, Nintendo would only want a few popular, game based characters for Brawl so they can represent gaming history and draw a larger audiance without spending a lot of money.
