Yes, it's SDCroak. He has that dreaded 85 Base Speed... Anyways, if you want a faster version of this set, go with Jolly over Adamant and swap his Hp EVs with Spd. After a SD, it's sweeping time. Sucker Punch is there for obvious reasons, and it can OHKO Starmie after a Swords Dance. The third move is, really, all up to what you prefer: Brick Break breaks Reflect/Light Screen, has good accuracy, but low power; Cross Chop hits 150 Base Power with STAB, has higher chance for critical, but low PP and Accuracy; And Focus Punch is powerful but only really reliable if one uses Sub in the fourth slot.

The final move is a hard choice. Bullet Punch Always hit first, but has poor type coverage and SP already hits first. Poison Jab is a powerful Stab Move and can scare Mojo and the Green Onion, but nothing much outside of those two. Sub prevents TW from hitting and gets up a wall for FP, and Taunt screws Stallers over. Rain Dance lets him revive Hp and could help your other pokemon. Stone Edge adds for even more power. It's all to preference.

Essentially, a Special SDcroak. Although lower than his Atk, Toxicroak's SpAtk isn't too bad. Sludge Bomb is his more powerful and reliable Special STAB move. Vacuum wave always hit's first, but Focus Blast has obsene power but low Accuracy. Depending on what team you're using or if you want more type coverage, Sub, Taunt, SB, Dark Pulse, or Rain Dance could be used.

Unlike most other Toxistallers, Toxicroak already has 'Toxic' in his name! Actually, he can outstall most of the other stallers. Taunt if you know they won't be attacking, poison 'em, Protecet or Sub up, then, when they get ready for the switch, PUNCH 'EM!

COUNTERS
Toxicroak has one Achilles heel, his super weakness to Psychic-type attacks. This make's Toxicroak one happy froggy, seeing as how nothing uses it (Besides the occasional Starmie).

However, although his Psychic weakness is the most obvious, there is another more common toad killer out there: Ground-type moves. And this ground weakness makes Toxicroak hopping mad, seeing as how pretty much every Earthquake takes him out. Gliscor, Gyarados, and Metagross eat him up in.

Claydol and Gengar wall Toxicroak, unless you're running Shadow Ball, Dark Pulse, Sucker Punch, or X-Scissor.

With Dry Skin, Toxicroak can freely absorb Water-type moves. Switching in Toxicroak on something like a CS Starmie getting happy with the Surf could prove useful.

lol You finally got to do Toxicroak. Looks good, except you might want to put HP Ice as an option on the Nasty Plot set. Unless you have Shadow Ball, Gengar would wall it, and Salamence to a lesser extent. Also consider Dark Pulse.

How about a Choice Band set?

Claydol should be in the counters section unless you have X-Scissors, Dark Pulse or Sucker Punch. Speaking of X-Scissors, I think it should be bolded. I think you should mention Stone Edge in the SD set, too.

FINALLY~

toxicroak is in an RTP.
well, since we have to say something relevant to the post.
I would say that you should add a novelty Specs set, just because it would be unexpected, and his SA is good enough to do it anyway.

like you said, sometimes you can't get off a SD/NP, so it's worth consideration.

overally though, that was a good job.
you also should do more.

idk if it's required, but I make the movesets like this:

Moveset Name: SDCroak

Also, notice how how put spaces between the moves and dashes. It makes it clearer and easier to look at. But, like I said, idk if this format is required.

On sweeping sets, I'd mention what it's Speed is and what it can outspeed. If you're Speed is above the amount needed to outspeed something that is a threat, put it just barely above the threat's Speed.

For example, Adamant 252 Croak hits 269. Heracross can also hit this if it's Adamant, but Toxicroak can't do anything to it, so you wouldn't want to stay in on a Stone Edge, etc. The next best postion would be 264, outspeeding + Speed nature, 252 EV Metagross (262) as well as 252 Gyarados (261). In this case, Toxicroak could Earthquake Gross or Stone Edge Dos. You need 232 EVs to hit 269, so you can add more to HP. Then it'd be 24 HP / 252 Atk / 232 Spd.

Toxicroak's Attack stat is 106, not 105.

I think a set of it using Rain Dance on it's own would work.

Rain Dance and restore HP with the Rain and Leftovers while Focus Punching behind a Sub. Cross Chop if you want to attack when you don't have a Sub up. The EVs allow his Subs to survive 266 Special Attack Ice Beams. Most Waters carry it and Surf won't hurt you. Besides, most Waters run 266 to KO Garchomp with Ice Beam. If you don't care about that, you could put more EVs into Attack and Speed.

In the content section, you should mention Anticipation's usefulness.

Nice movesets for Toxicroak, I personally use the SDcroak setup minus the focus punch. Never found a decent way to use that move correctly.

You should also put Yanmega as a counter as it's usually faster than Toxicroak and it occasionally carries Psychic because it has a rather shallow movepool when it comes to special attacks.
