Towards a more balanced game with custom character movesets ?

What do you think of the idea, do you think we could balance (i.e. help characters that are very bad) thanks to moveset customization? And if it's the case, make a new meta out of this with one customization set per character?
It's just an idea, dont throw rocks at me !

I think it could lead to a more balanced game since it would let characters cover more of their weaknesses or swap a useless move for something good, but not necessarily. It's possible that top tiers would be just as strong with customs as without, not really giving weak characters any room to catch up. Personally, I think it will help a lot of characters in a lot of matchups, which should make for more balance overall.

And there's no reason to explicitly limit characters to one set. Over time, it's likely that each character will only have one or two sets that see high level play anyway, so there's no point in arbitrarily limiting people who want to break out of that.

Thinkaman made an excellent post on the way in which custom moves will balance out the roster a short while ago.
In short, characters with bad default special moves (typically low tier characters) have more to gain from using custom moves than characters with good default special moves (typically high tier characters). To use Thinkaman's example, Brawl Jigglypuff being able to swap out something useless like Sing for a competitively viable move would benefit her far more than if Brawl Metaknight were able to swap out something incredibly good like Shuttle Loop, even if the new move was somehow better. Across the roster, this basic principle would flatten out the tiers and give more characters the ability to compete. :)

I think both her sing options were terrible if i remember right.

After watching every, and yes I mean every, character's customization move. I believe them to be balanced except G&W's one where he hits either a 1 or a 9.
